Investors in Lincoln Ltd. was established by the City of Lincoln Council in 1991 as a public/private sector joint venture operating in the greater Lincoln area. The current Members/Shareholders are primarily from the Private Sector (70%) but also include the Public Sector (15%) and the Third Sector (15%).

The company is not and never has been controlled by the Public Sector.

The company was initially established to address a particular problem facing many northern cities where the major source of employment had been in heavy engineering. This was described as ‘hollowing out’, where traditionally inner-city manufacturing companies were closing or reducing in size, but nothing was being developed to replace them and with start-up companies preferring locations outside of the city.

As a result, by the early 90s large areas of land and buildings were becoming redundant and left to decay. In Lincoln the area around the Brayford Pool and to the east was considered to be particularly vulnerable.
